NET OWL Extractor

This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source to SRA International, Inc., 4300 Fair Lakes Ct. Fairfax, VA 22033-4232. USSOCOM's requirement is to procure the following: CLIN 0001: sixteen (16) NetOwl Extractor v6.8 link events CLIN 0002: sixteen (16) NetOwl NameMatcher v3.1 software renewal license support for one year. CLIN 0003: Option 1 renewal service for one year 12 months from year one (1 April 13 -31Mar 2014) CLIN 0004: Option 2 renewal service for one year 12 months from year one (1 April 13 -31Mar 2014) This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. This notice is not a request for offers. The anticipated date of award is 27 March 2013. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a) (2) (ii), these items are determined to be peculiar to one manufacturer and not available from any other sources. All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Responses are due no later than 18 March 2013 at 3:00 p.m. EST. Only electronic submission will be accepted.
