This solicitation, FA303026Q0017, is a Request for Quotation for NetApp System Health Check Services at Goodfellow AFB, Texas, under a total small business set-aside as defined by FAR 19.5. The services are required semi-annually on-site for equipment on the Intelligence Training System - Operations and Unclassified Training System networks, with all personnel mandated to hold a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance. The vendor must be an authorized reseller of the NetApp Health Check Service (Part # PS-TM-CONSULT-DAY-TE-ZA) and strictly follow manufacturer-recommended procedures, utilizing tools like the NetAppDocs PowerShell Module to collect and sanitize system data as needed. The contract structure spans a base year plus four option years, with a maximum total duration of three years, and is a firm fixed price arrangement for two services per year under each period, including the base and all options. Performance occurs at the 17 TRSS TSC facility on base, with inspection and acceptance handled through the assigned DoDAAC F1Z50X, and invoicing required via the Wide Area Workflow system using specific formats depending on the line item type. All submissions must be emailed simultaneously to two points of contact by June 12, 2026, at 12:00 PM CDT, and questions must be submitted by June 4, 2026, at 10:00 AM CDT. Contractors must be actively registered in the System for Award Management and comply with a suite of FAR and DFARS clauses including prohibitions on internal confidentiality agreements, personal identity verification, supply chain risk, cloud computing, subcontracting with excluded entities, and representation of tax compliance and foreign business operations. Access to the installation requires adherence to Air Force instructions for identification, vehicle passes, and escorted/unescorted entry protocols, with contractors responsible for managing personnel credentials and reporting emergency contacts through the EMNS. Offerors are required to complete specific blocks on the solicitation form and must ensure their proposals include pricing for all options, as the award will be based on the total evaluated price including all potential years, with unbalanced option pricing rendering an offer unacceptable. The evaluation will consider both price and technical acceptability to determine the most advantageous offer to the government, and no estimated contract value is specified, though the performance scope, security requirements, and compliance obligations are clearly defined
