The NASA Goddard Space Flight Center is soliciting proposals for the Goddard Logistics Services Contract to support comprehensive logistics management needs for Earth science, space science, and exploration missions. This full and open competition will result in a Cost-Plus-Fixed-Fee contract with a total potential five-year period of performance, consisting of a 12-month base period and four 12-month option periods. Services will be performed onsite at the Goddard Space Flight Center in Greenbelt, Maryland, the Wallops Flight Facility in Wallops Island, Virginia, and NASA Headquarters in Washington, DC. The acquisition includes a 30-day phase-in period via a separate Firm-Fixed-Price contract and requires offerors to maintain a Secret level facility security clearance. Recent amendments to the solicitation have clarified mail management support provided by AbilityOne, corrected cost form formulas, and updated the performance work statement and proposal due dates. Offerors must submit an Organizational Conflict of Interest Avoidance Plan and ensure their CAGE Code matches their corporate address. While the primary logistics solicitation is underway, related procurement activities include a sole-source justification for a Keysight PNA-X microwave network analyzer valued at approximately 358,251.97 dollars to ensure hardware and software compatibility with an existing antenna test chamber.

Ground Systems and Mission Operations-4 (GSMO-4)
Solicitation # RFI-GSMO4-2027
The National Aeronautics and Space Administration Goddard Space Flight Center is issuing a Request for Information for the Ground Systems and Mission Operations-4 (GSMO-4) contract. This effort seeks market intelligence and technical approaches from qualified vendors to support a diverse portfolio of science and Earth science missions, including the James Webb Space Telescope, Lunar Reconnaissance Orbiter, and the Nancy Grace Roman Space Telescope. The scope of work encompasses the entire mission life cycle, focusing on two primary functional areas: Mission Ground System Support Services, which includes systems engineering and integration and test services, and Mission Operations System Support Services, covering flight operations, launch and early orbit support, flight dynamics, and IT security. The government is specifically exploring a transition from a Cost-Plus-Award-Fee structure to a Firm-Fixed-Price model, potentially utilizing a catalog-style pricing structure based on mission risk classifications or a Core-plus-IDIQ structure for flagship missions. Technical requirements emphasize the adoption of modern DevSecOps methodologies, CI/CD pipelines, and Infrastructure as Code to automate mission operations. Contractors must adhere to strict NASA Procedural Requirements for systems engineering, software engineering, and cybersecurity, including maintaining Authority to Operate (ATO) and managing vulnerability scanning. Responses are due by October 26, 2026, and must include implementation approaches and rough order of magnitude costs.
