The contract involves a collaborative initiative between the UK Ministry of Defence, the US Department of the Army's Office of the Assistant Secretary of the Army (Acquisition, Logistics, and Technology), and the US Army Research Laboratory. Its primary objective is to enhance research collaboration across government, private sector, and academic institutions to address military technology challenges associated with network-centric warfare in coalition operations. This effort is being advanced through the International Technology Alliance (ITA) program, which aims to create a concentrated research environment by leveraging combined expertise, facilities, and equipment from multiple sectors. The Draft ITA Program Bulletin outlines key aspects of the program, including an executive summary, program background, fundamental research components, technology transition strategies, management structures, and consortium qualifications. Further sections will be released in subsequent notices. Interested parties are encouraged to review the bulletin in detail ahead of the upcoming Opportunities Conferences scheduled in April 2005 in both the US and UK, with registration available through the program’s website. The overall intention is to foster a robust alliance to accelerate technological innovation for coalition military operations through joint research efforts in network and information sciences.
