The University at Buffalo is seeking to acquire a cloud-based network security monitoring system designed to enhance its cybersecurity infrastructure across all New York State counties. The procurement, valued between $500,000 and $1.5 million, is open under the state's discretionary purchasing authority and is not set aside for service-disabled veteran-owned businesses, though it includes specific minority and women-owned subcontracting goals of 17.9% and 12.1%, respectively. The contract is scheduled for a one-year term, ending on February 19, 2025, with performance to be conducted primarily at the North Campus in New York. The system must integrate seamlessly with existing Corelight hardware or equivalent solutions and utilize the Emerging Threats Pro Ruleset alongside custom Suricata rules developed by trusted security partners such as UB, MS-ISAC, and REN-ISAC. It should generate detailed logs of various network traffic types, including HTTP, HTTPS, DNS, SSL, FTP, LDAP, SMTP, SSH, VPN, WireGuard, SNMP, and X.509 certificates, with capabilities to identify software transmitting traffic and match threat signatures from established feeds. The software must provide a Health Event Collector (HEC) log feed to Splunk, support scheduled FTP log exports in Zeek format for threat detection tools like AC-Hunter, and include a Splunk app with prebuilt dashboards and CIM-compatible log extraction for security analysis and alerting. Interested vendors, particularly those certified under Article 15-A of the New York State Executive Law, are encouraged to contact Nina Anders, the designated Senior Buyer, for further details. The procurement emphasizes comprehensive network visibility, threat detection, and integration with existing security tools to bolster the university’s cybersecurity posture across all locations within New York State.
