Spring Independent School District is seeking competitive sealed proposals for a Network Switch Refresh to support district needs. Proposals for solicitation 26-007 are due by December 1, 2025, with an award recommendation scheduled for February 10, 2026. If approved, the contract will run for five years from February 11, 2026, through February 10, 2031, with the possibility of month-to-month extensions. The total estimated annual value of the contract is expected to exceed $100,000. The selection process utilizes a best-value trade-off methodology rather than lowest price alone. Evaluation criteria are weighted by purchase price at 40 percent, the extent to which goods and services meet district needs at 30 percent, quality of goods and services at 15 percent, vendor reputation at 10 percent, and long-term cost via Dun and Bradstreet ratings at 5 percent. Awarded vendors must comply with strict delivery requirements, including specific palletization and labeling standards, and must adhere to Texas Education Code mandates regarding criminal history record checks for personnel with student contact. Contract administration includes requirements for performance and payment bonds for projects exceeding specific monetary thresholds and mandates the use of an electronic bidding system for all submissions. The district maintains the right to substitute, add, or cancel products during performance and may terminate the agreement for failure to meet delivery lead times or if better terms become available through cooperative purchasing agreements. All invoicing must be itemized and reference a valid purchase order to ensure payment.
