Neuse River Resource Recovery Facility (NRRRF) Natural Gas Back Up Power Generators - Evaluation & Design

The City of Raleigh, through Raleigh Water, is seeking professional engineering services for the evaluation and design of natural gas-fueled backup power generators at the Neuse River Resource Recovery Facility. The primary objective is to transition from traditional diesel backup power to an alternate natural gas fuel source, with the project anticipated to involve two units. The selected firm must evaluate at least two location options, specifically the east side near the existing gas pipeline and the west side adjacent to current diesel generators. Key deliverables include a final evaluation report detailing the pros and cons of each option, an Opinion of Probable Construction Cost for each identified option, and the subsequent preparation of construction documents, technical specifications, and a bid package. The evaluation must also ensure compliance with Title V air quality requirements and Raleigh Water standards. This solicitation is conducted under the Mini-Brooks Act, meaning the selection is based on qualifications and price is not a determining factor in the initial award. The City will rank firms based on their corporate background, project understanding, and team experience, then negotiate with the most qualified firm. Proposals must be submitted electronically by October 27, 2026. The successful contractor will be required to maintain comprehensive insurance, including professional liability of at least 1 million dollars per claim and general liability of 1 million dollars per occurrence. Payment terms are set at NET 30 days from the date of invoice. All work is governed by the laws of the State of North Carolina and must adhere to Raleigh City Code non-discrimination policies and North Carolina Occupational Safety and Health Standards.
