The US Forest Service has authorized Tahoe Donner Association to treat a 150’ buffer (55 acres) on federal lands adjacent to TDA property. TDA will implement fuels reduction treatments to reduce the vertical and horizontal continuity of fuels via thinning from below. Manual and mechanical treatments will include removal of trees up to 10-inches diameter at breast height (dbh), followed by mastication and/or chipping of removed vegetation. The project is intended to: 1. achieve increased resiliency to the threat of wildfire to the town of Truckee and surrounding United States Forest Service (USFS) lands, 2. Enhance protection of nearby developed private properties, and 3. provide ecosystem restoration by improving forest health and resilience to climate change.

Lincoln Springs Stewardship IRSC
Solicitation # 12363N26Q4090
The Lincoln Springs Stewardship IRSC, solicitation number 12363N26Q4090, is a combined synopsis and solicitation issued under FAR Part 12 as a firm-fixed price Integrated Resource Service Contract set aside exclusively for small business concerns with a 500-employee size standard under NAICS code 113310. The contract aims to reduce hazardous fuels, enhance wildfire and disease resilience, and improve forest health within the Lincoln Springs area of the Upper Blackfoot River Watershed in Montana through a combination of commercial and non-commercial treatments including mechanical operations, prescribed fire, thinning, piling, and road maintenance. Work must be conducted in a progressive, workmanlike manner and adhere to detailed technical specifications outlined in multiple appendices covering service work items, timber removal standards, road maintenance requirements, and boundary tolerances. Key performance parameters include performing mechanical operations only during winter or dry soil conditions, observing strict timber branding and paint marking rules for domestic processing, and ensuring all work is completed no later than December 31, 2030. The solicitation requires electronic submission of two separate proposals: a technical proposal with no cost references detailing equipment, key personnel, work timing, and past performance, and a price quote via SF 1449 forms covering mandatory and optional work items and timber removal pricing with minimum acceptable rates established for various timber types. The Government will evaluate offers based on technical approach, relevant past performance, benefit to the local community, and price, awarding to the most advantageous offer. The contract includes clauses for whistleblower rights, combating trafficking, accelerated payments to small business subcontractors, disputes governed by 41 U.S.C. chapter 71, and compliance with AGAR, USDA Acquisition Manual, and federal safety and civil rights laws. An amendment extended the deadline for submitting written questions to August 11, 2026, and the final response deadline for quotations to August 18, 2026, at 4:00 p.m. MDT, following a scheduled site visit on July 30, 2026, at the Lincoln Ranger District. Solicitation # 12363N26Q4205
This procurement is a small business set-aside under NAICS code 113310 for the Silver Creek IRSC contract, managed by the USDA Forest Service’s Stewardship Contracting Branch, and is restricted exclusively to companies eligible under the R2 Rocky Mountain Restoration Project (RMRP) Stewardship Blanket Purchase Agreement for the Pike-San Isabel National Forest in Colorado. The contract is a firm-fixed price award with a period of performance through September 30, 2028, and requires performance within the Salida Ranger District of the San Isabel National Forest, specifically across 1,277 acres of forest land involving timber harvesting, slash treatment, road maintenance, and ecological restoration activities. All work must adhere to strict operational specifications outlined in multiple appendices, including technical standards for service work, timber removal criteria, traffic control plans, and wage determinations under the Service Contract Act, and must comply with environmental protections such as erosion control, wildlife habitat retention, and seasonal restrictions, including prohibitions on operations in big game winter ranges and during high fire risk conditions. Inspection and acceptance are conducted in the field by the Contracting Officer’s Representative using fixed-area plots, with quality assessed against a minimum 90% acceptable quality level, and payment is tied directly to performance results, with partial payments for quality between 80–89% and no payment below 80%. Proposals must be submitted electronically and via hard copy by the September 8, 2026 deadline, and are evaluated using a trade-off approach, where technical approach, relevant past performance, and utilization of local workforces are weighted more heavily than cost, though all factors are considered approximately equal in overall importance. The technical evaluation focuses on the clarity of the work activity plan, methodology, equipment suitability, key personnel qualifications, and timing, while past performance is assessed through quality, timeliness, customer satisfaction, and business management. Offerors must demonstrate local workforce utilization through hiring, sourcing, and marketing of removed materials, and must comply with stringent workforce certification requirements, including adherence to the Migrant and Seasonal Agricultural Workers Protection Act and prohibitions on H-2B labor unless certified. Contractors are required to implement hammer branding and highway-yellow paint marking on qualifying timber, maintain marks throughout the contract term, and comply with anti-discrimination and DEI compliance mandates under federal executive orders, with non-compliance constituting a material breach. Payment is managed through the IPP.gov portal, with no use of WAWF,

Solicitation # 12363N26Q4189
This solicitation, numbered 12363N26Q4189, is a combined synopsis and solicitation for commercial items issued under FAR Part 12 by the USDA Forest Service’s Stewardship Contracting Branch, specifically for the Mitchell Jackson IRSC project in Libby, Montana. The purpose is to reduce forest fuel conditions that influence fire intensity and mitigate risks associated with the spread of Libby Amphibole Asbestos contamination into Operable Unit 3 by performing ecological restoration, timber removal, road reconstruction, and tree planting activities. The acquisition is a Total Small Business Set-Aside under NAICS code 113310, with a small business size standard of 500 employees, and all responsible small businesses may submit quotations. Proposals must be submitted via email to Mark Phillipp and Matt Daigle by August 10, 2026, at 9:00 a.m. Mountain Time, and must be divided into two separate volumes: a price proposal containing a signed SF-1449, completed Schedule of Items, and required certifications; and a technical proposal detailing the approach, past performance, and local community benefits, with no reference to cost. The contract will be awarded on a best overall value basis, with technical approach weighted most heavily, followed by past performance and utilization of local workforces, with cost/price being approximately equal in weight to the combined technical factors. Pricing is a pass/fail criterion—failure to price all line items disqualifies the offer. The minimum acceptable unit price for timber removal is $10.69 per ton, and co-op deposits of $1.22 per ton for native seed collection and lump sum deposits for slash disposal are required. The contract has a five-year period of performance from June 15, 2027, to October 15, 2032, with work required to commence within 10 days of notice to proceed. Key deliverables include adherence to Detailed Information Charts for tree planting specifications, quality control plans, and compliance with AASHTO and ASTM standards for road construction. Blue Jay-Falcon Post Fire Fuels Reductions and Forest Health IRSC
Solicitation # 12363N26Q4196
This contract is a Request for Quotation under the R5 Pacific Southwest Stewardship Blanket Purchase Agreement for forestry services aimed at reducing post-fire fuel loads and improving forest health within designated areas of the Cleveland National Forest in California. Only vendors currently holding an R5 Pacific Southwest Stewardship BPA are eligible to submit quotes, and all submissions must be made via email by the deadline of August 12, 2026. Additional optional work includes processing and removing forest products off-site through Timber Subject to Agreement, performing vegetation treatments such as pruning dead shrubs and limbs around campgrounds, chipping material, and optionally redistributing chips onsite in limited depths. Restoration of disturbed areas like staging zones and skid trails to near-original conditions is mandatory, requiring both mechanical and manual rehabilitation efforts. The contract is executed under stewardship contracting authority authorized by 16 USC 6591c, allowing the Forest Service to align timber removal with ecological restoration goals. Optional Work Item 4 allows for additional dead or hazardous tree removal not identified during the initial winter 2025/2026 timber cruise, providing flexibility for unforeseen conditions. Financial feasibility and contractor proposals will determine whether optional work items are activated. All work must comply with specified performance standards and environmental protocols, and the successful vendor will be selected based on responsiveness and capacity to meet the described requirements without the need for a separate solicitation document.
