As per the terms and conditions of the Request for Expression of Interest (RFEOI) for HQ1076D1_83693, you are invited to submit a bid for Step 2 of the following project: DEFENCE CONSTRUCTION CANADA (DCC) – HQ1076D1_83693 – Construction of New Building ME46 at CFB Kingston, Ontario. The work includes, but is not necessarily limited to, the supply of labour, material, supervision, and equipment necessary to build a 11,689 square meter building that will serve as an operational center for the 21 Electronic Warfare (EW) Regiment. The building will include vehicle storage, maintenance as well as supporting office, classroom and mixed-use spaces. A site visit will be held on the following date and time and at the following location. It is highly recommended that bidders attend this visit. Date: December 16, 2025 Time: 1000 hrs, local time Location: 26 Somme Ave, Kingston, ON K7K 7B4 Note: “Contractors are advised that site photos and measurements are not permitted”. The estimated cost for this opportunity is in the range of $68,000,000.00 The Work must reach Substantial Completion no later than 1050 calendar days after notification of contract award and must be completed no later than 119 calendar days after the date of Substantial Completion. This procurement is being conducted in accordance with the requirements set out in the Canadian Free Trade Agreement (CFTA), Chapter Nineteen of the Canada-European Union Comprehensive Economic and Trade Agreement (CETA) and the World Trade Organization Agreement on Government Procurement (WTO-GPA). The selected contractor will be required to hold a valid Designated Organization Screening DOS, issued by the Contract Security Program (CSP) within Public Services and Procurement Canada (PSPC). Details concerning the Security Requirements for this project are identified in Amendment No.1 to the tender documents. Even though you have been invited to bid on a project, should your DCC bidding privileges have been suspended and you submit a bid on future DCC projects, said bids will be rejected and no contract will be awarded to said tenderer.
