Description of goods to services to be bid: Provides funding for enhanced early-stage design support for residential new construction, including technical assistance, training, energy modeling, and other design activities. Supports home builders, developers and others in the design and delivery of high-performance, energy-efficient residential projects across New York State. Funding is available to Single family and Small home builders and developers, and to Multifamily qualified partners and Independent service providers. Select funding is available under the LMI Energy Efficiency and Building Electrification (EE/BE) Order from 2026-2030 strictly for Multifamily affordable housing with 5+ units. Projects must be new construction within New York State. Eligible activities include integrated architectural and system design, technical analysis and modeling, resilience strategies, cost and implementation analysis, professional training, knowledge transfer, and market transformation activities. Projects must incorporate all-electric, high-performance space heating and cooling without fossil fuel backup (standby / emergency generators excepted) and meet the Program’s applicable performance and design requirements. Paying into the Systems Benefits Charge on either electric or natural gas utility bill is not a requirement of the program. Single Family and Small home builders / developers, and Multifamily architecture / engineering firms (approved Qualified Partners under RFQL#X or Independent Service Providers) with a currently employed NYS-licensed architect or PE. Projects must be located in New York State, be in programming, concept, schematic design, or design development, and must not have progressed beyond 50% design development at application.
