Empire State Development is seeking a Program Development firm to create a comprehensive, standardized curriculum for the NYS Screen Academy, a state-wide film and television training program. The project focuses on establishing foundational training for entry-level trades, integrating technical skills, professional readiness, and safety training specifically designed for underrepresented New Yorkers. The resulting curriculum must align with current New York industry standards and include a plan for industry-recognized credentialing and union-supported initiatives. Proposals must be submitted via Dropbox by December 14, 2026, at 2:00 PM, and must be organized into separate administrative and technical volumes. The procurement process requires strict adherence to New York State regulations, including certifications for non-collusive bidding, conflicts of interest, and compliance with State Finance Law and various Executive Orders. Selected vendors must meet rigorous IT security standards, including compliance with ISO 27001, GDPR, and state cybersecurity policies. While there are no specific MWBE or SDVOB participation goals for this contract, respondents must submit a Diversity Practices Questionnaire and adhere to equal employment opportunity standards.
