The organization must apply a strategic, data-driven approach to identify shortages in mental health and substance use disorder treatment and workforce capacity. It must also develop targeted recommendations to guide policy, funding, and service delivery changes, with a focused section addressing gaps in services for adults with behavioral health needs and justice involvement.
