This project aims to serve a growing population in the Coachella Valley by delivering a state-of-the-art library facility that meets community and educational needs. The contract is managed by the City's Capital Improvement Projects office and requires close collaboration with designated Construction Managers who will oversee project delivery, including coordination of schedules, site activities, and communication to ensure seamless integration throughout all phases. The project emphasizes close alignment with City personnel, transparency, and proactive engagement. The contract is structured around a Guaranteed Maximum Price (GMP) framework with phased amendments, although specific pricing details and total contract value remain undetermined at this solicitation stage. The scope includes services across architectural, engineering, interior design, landscaping, and project management disciplines. Key personnel such as Safety Manager, General Contractor Lead, Design Manager, and Construction Manager must remain assigned for the entire project duration, with resume submissions limited to two pages detailing relevant experience and certifications. Background checks and drug testing are mandatory for all personnel, with the City holding the right to deny access based on screening results. Evaluation of proposals will be equally weighted across four categories: company experience, personnel experience, fee proposal, and proposed schedule, reflecting a best-value trade-off approach rather than lowest price. The contract includes stringent packaging, preservation, marking, and inspection standards designed to prevent damage and ensure quality compliance at the place of destination. Proposals must be submitted electronically by May 14, 2026, through the City’s OpenGov procurement portal in a single formatted PDF, with strict page limits and submission requirements.

The City of Palm Desert is a charter city in the State of California. The City is a thriving community of approximately 50,000 full-time and 32,000 seasonal residents. It is located in the Coachella Valley in eastern Riverside County, part of the low desert region of Southern California. The City features big-city resources in a friendly, small-town setting, offering first class educational opportunities, safe and clean streets, as well as plentiful shopping and community events. Palm Desert is considered the geographical, educational and retail center of the Coachella Valley. Incorporated in 1973, the City operates under a council-manager form of government with a five-member City Council elected by district. Each council member represents one of five single member districts and serves a four-year term. The City Council meets on the second and fourth Thursdays of the month at Palm Desert City Hall, 73-510 Fred Waring Drive. The City will assign one or more Construction Managers to oversee the successful delivery of the project. These individuals will serve as key points of contact and coordination throughout all phases of construction on behalf of the City. It is the City's expectation that the selected proposer will work in close collaboration with the Construction Manager, ensuring alignment across schedules, site activities, and communication protocols. Proposers should be prepared to engage proactively with the City's personnel to facilitate seamless integration of efforts and maintain transparency in all project-related matters.
