New SABER (Simplified Acquisition of Base Engineering Requirements)

The contractor will provide comprehensive management, labor, materials, equipment (unless supplied by the Government), transportation, supervision, and minor design services to execute a wide array of simultaneous maintenance, repair, and minor construction projects across multiple installations under Joint Base Charleston and its associated outlying facilities. These include the Air Base, Naval Weapons Station, Recreational Area, North Auxiliary Airfield, Shaw Air Force Base, Defense Fuel Supply Point, Navy Consolidated Brig, and Nuclear Power Training Unit, covering diverse facility types such as airfield support, infrastructure, administrative, industrial, waterfront, medical, academic, and secure areas. Work is conducted under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a base period of one year and four additional one-year option periods, extendable by up to six months, with task orders issued for projects valued between $2,000 and $2,000,000. Performance must begin within 10 calendar days of the Notice to Proceed and be completed within 365 days per task order, with all work subject to on-site inspection and final acceptance by the Government, contingent upon compliance with approved drawings, specifications, and applicable standards including UFC, SABER 35% Design Deliverable standards, ASTM E329, C1077, and D3666. The contractor must adhere to strict environmental controls, including recycling construction debris under FAR 52.223-4 and FAR 52.223-9, prohibiting asbestos, lead-based paint, and ozone-depleting substances, while submitting monthly and final waste reports and maintaining an Environmental Management System aligned with SOW attachments. Compliance with labor standards is enforced through multiple FAR clauses related to wage rates, payroll records, apprenticeships, and subcontractor compliance, along with a requirement for a qualified Site Safety and Health Officer present at all times under EM 385-1-1 and 29 CFR 1926.16. Pricing is conducted via a coefficient-based model where the Government provides estimated funding per schedule, and offerors propose coefficients used to calculate total evaluated price without traditional line-item breakdowns. Evaluation prioritizes Past Performance over Technical Capability and Price, with Technical Capability assessed as pass/fail, ensuring only technically acceptable proposals among the seven lowest-priced submissions proceed to best value trade-off.
