New Sempervirens Psychiatric Health Facility

The County of Humboldt is soliciting proposals for Construction Manager at Risk services for the development of the new Sempervirens Psychiatric Health Facility and Crisis Stabilization Unit in Eureka, California. This project involves the construction of a two-story, approximately 24,900 gross square foot facility featuring a 16-bed psychiatric health residential unit and a 4-patient crisis stabilization unit. The building will include a public lobby, adult and adolescent areas, a swing area, a kitchen, staff support spaces, and mechanical and electrical rooms. The facility is designed to be fully ADA accessible and will accommodate solar panels and a mechanical penthouse. Site development requirements encompass site preparation, underground utilities, landscaping, hardscaping, vehicular drives, parking, and security infrastructure including fencing and gates. The project has a target budget of 30 million dollars, with estimated direct costs of 25 million dollars. The anticipated project timeline spans from September 2026 through April 2029. Qualified bidders must hold a Class B General Contractor license. Selection will be based on a Cost per Unit of Quality scoring process.
