New Well #8 and Pipeline Replacement Project

The Frazier Park Public Utilities District is implementing the New Well #8 and Pipeline Replacement Project in Kern County, California, with funding sought from the State Water Resources Control Board's Division of Drinking Water. The project consists of two primary infrastructure components: the installation of a new potable water well, designated as District Well #8, located west of the intersection of Mt. Pinos Way and Frazier Mountain Park Road, and the replacement of approximately 18,300 lineal feet of potable water distribution pipelines. The pipeline work will span the Summit Area, Lower Summit Area, and Texas Trail, with most installations occurring within existing road rights-of-way using standard trenching methods. The project is subject to the California Environmental Quality Act, with a Mitigated Negative Declaration adopted to ensure environmental compliance. Technical support for the project includes a comprehensive suite of appendices covering hydrogeologic studies, air quality and greenhouse gas analyses, and biological and cultural resource assessments. The installation of the replacement pipelines is estimated to take between 45 to 60 working days, while the drilling of Well #8 using a Direct Rotary Rig is expected to take 14 to 21 days. Project administration is led by General Manager Jonnie Allison, with environmental consulting provided by Tom Dodson & Associates.
