NOTICE OF INTENT TO SOLE SOURCE This is a notice of intent by the Internal Revenue Service (IRS), on behalf of the Department of Treasury's Departmental Offices (DO) to contract with the New York Time Company on a sole source basis for an enterprise-wide license group web-based subscription and smartphone pass subscription services. The New York Times Company is the only source that provides full access to the unique information (domestic and international) via www.nytimes.com. This web-based subscription with allow the Department of Treasury employees to achieve their mission by analyzing innumerable data to create, collect, and distribute newsworthy information. This data includes providing U.S. and International news that may impact the economy in regards to politics, business, technology, health, environment, opinion articles (Op-Eds) and real estate; the DealBook which provides international news specific to Mergers & Acquisition, Investment Banking, Private Equity, Legal/Regulatory; and the New York regional news which allows the DOs to interact with Wall Street and the New York Federal because of resident staff in New York City. The period of performance for the subscription services is a one year base period with up to 4 one-year option periods. The authority used for this sole source contract is FAR 13.106-1(b)(1) (Only One Responsible Source) and is based on the proprietary nature of The New York Time Company website. The NAICS code is 519130. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to perform these services, which will be considered by the Agency, via email to Syntoria L. Spencer at the email address below by 3:00pm Eastern Time (ET) on Friday, December 19, 2014. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No.; 3. POC name and contact information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing a renewal for the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, the IRS will proceed with the sole source award to The New York Times Company, 620 Eighth Avenue 19th Floor, New York, NY 10018-1405. The anticipated award date of this purchase order is on or around December 23, 2014. No collect calls will be accepted.
