Solicitation # 15BCMS26R50400001
Solicitation 15BCMS26R50400001 is a Request for Proposal issued by the Department of Justice, Federal Bureau of Prisons, Field Acquisition Office, for Comprehensive Medical Services at the Federal Prison Camp (FPC) Bryan in Bryan, Texas. The contract is an indefinite delivery/requirements type with firm-fixed unit prices, consisting of a 12-month base period and four 12-month option periods, with an additional extension option available. The scope of work involves providing professional and facility services for both inpatient admissions and outpatient encounters for a Care Level 2 facility. Pricing is based on a benchmark model where offerors propose a discount or premium relative to Medicare Part A and Part B rates, with fixed prices for telehealth and outpatient institution sessions. The government will award the contract using a Highest Technically Rated with a Fair and Reasonable Price approach, where technical factors and past performance are significantly more important than price. Technical evaluation focuses on the diversity of services, driving distance to providers, proposed enhancements to the BOP mission, and facility accreditation. Past performance is evaluated independently on a satisfactory, unsatisfactory, or neutral basis. Awardees must adhere to strict security requirements, including drug testing, security clearance investigations for institution-based providers, and cybersecurity attestations. Additionally, contractors must maintain specific insurance coverages, including $500,000 for comprehensive general liability and $100,000 for employer's liability.
