The Naval War College plans to award a sole source contract to Proquest LLC to renew access to a collection of historic newspapers for its library. The College currently holds perpetual license rights for Proquest’s historic newspaper archives and pays an annual service fee to maintain electronic access. Due to Proquest’s exclusive patents and proprietary data rights, these specific newspaper collections are only available through this single provider, limiting competition. The procurement is conducted under the authority of federal regulations that allow for sole source contracting when only one responsible source can fulfill the agency's unique needs, a conclusion supported by prior market research. The contract covers continued access from April 1, 2020, through March 31, 2021, for multiple major historic newspapers including the New York Times, Christian Science Monitor, Washington Post, Wall Street Journal, Boston Globe, Chicago Tribune, and Los Angeles Times. The solicitation is issued as a Request for Quotation (RFQ) with the number N00124-20-Q-0087 and was open for submissions until March 31, 2020. Although this is a sole source acquisition, all responsible sources were invited to submit capability statements or quotations for consideration. The contract follows commercial acquisition procedures and includes numerous standard federal acquisition regulations and clauses related to compliance, reporting, and safeguarding information. The Naval War College is the contracting agency located in Newport, Rhode Island.
