The Navy Exchange Service Command is conducting market research through a Sources Sought notice for the design and construction renovation of five Navy Gateway Inns & Suites lodging buildings—Buildings 520, 536, 537, 538, and 544—at Misawa Air Base in Japan. This effort is strictly for planning purposes and does not constitute a solicitation, request for proposal, invitation for bid, or request for quotation; responses will not be considered as commitments to award a contract, nor will respondents be reimbursed for any costs incurred. The anticipated project will be executed as a design-build contract, requiring full-service architectural and engineering solutions to install high-efficiency multi-split direct expansion electric heat pump HVAC systems throughout guestrooms and support areas, alongside comprehensive modifications to electrical systems including new distribution panels, transformers, feeders, conduit systems, and grounding infrastructure. Roofing work will involve removal of damaged materials and installation of tapered insulation with a new TPO membrane, flashing, coping, and waterproofing. Structural repairs include core drilling for refrigerant piping, concreting crack and spall remediation, and foundation and stair repairs. Architectural restoration encompasses gypsum board, paint, ceiling systems, flooring, insulation, exterior finishes, sealants, firestopping, and waterproofing. The contractor must comply with federal, DoD, Navy, UFC, NFPA, OSHA, environmental, and installation-specific standards, with special attention to hazardous material management including asbestos, lead, and arsenic, requiring proper abatement, containment, and disposal procedures. Performance is expected to occur between December 2026 and December 2027 at Misawa Air Base, where lodging remains partially occupied, necessitating carefully planned phasing to minimize disruption.
