Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

The Defense Logistics Agency is seeking a proven, industry-leading commercial off-the-shelf solution to modernize the legacy DoD eMall system. This initiative, potentially evolving into a government-wide FedMall in partnership with the General Services Administration, aims to provide a scalable and cost-effective e-commerce platform for Department of Defense, Federal, state, and authorized local agencies. The primary objectives include enhancing the user experience with a commercial look and feel, streamlining business processes, and rationalizing IT infrastructure to reduce operating costs and improve system performance. Due to the critical nature of the project, the government requires an aggressive implementation schedule with Initial Operating Capability targeted before the end of 2015, utilizing an integrated phased development approach. This unrestricted solicitation, SP4701-14-R-0050, will result in an Indefinite Delivery/Indefinite Quantity contract. The performance period consists of a one-year base period with two one-year options and two three-month options.

Under the auspices of the Office of the Secretary of Defense (OSD), Defense Procurement and Acquisition Policy (DPAP), and the Office of Management and Budget (OMB), DLA is looking to modernize the current legacy version of the e-Commerce system (DoD eMall) with a technology refresh that is a proven industry leading commercial solution. DLA plans to move into a modern e-Commerce system for DOD, Federal, state, and authorized local agencies. For example, DLA has partnered with the General Services Administration (GSA) Federal Acquisition Service (FAS) to develop a single Government Electronic Mall to provide one-stop shopping for GSA and DOD customers. The Next Generation e-Commerce solution is expected to provide the government with a cost effective way to address current and future user needs by providing industry best practices, enhanced system performance, flexibility, and scalability. The combined e-Commerce platform and government-wide e-Commerce solution is meant to support this DLA-GSA effort and may become a Federal Mall, or FedMall. The chosen solution will be able to do this while also improving the user experience to provide more of a commercial look and feel. (Note: This effort was previously referred to as DoD eMall 2.0) Specifically, the goals of this effort are: 1.Implement a leading commercial solution that will enhance the user experience, streamline business processes, and introduce standard commercial best practices 2.Establish an e-commerce platform that is flexible enough to meet the evolving requirements of the federal government, program office, and Supplier Account Managers (SAMs), as well as users and vendors 3.Provide cost effective scalability of the solution to include: increased numbers of users, increased numbers of vendors, and/or increased numbers of contracts, goods, or services 4.Rationalize the Information Technology (IT) infrastructure to improve performance (latency, integration), enhance capabilities, and reduce operating costs. Given the critical nature of this effort and the anticipated requirements of the DOD and other federal agencies, it is also the Government's desire to have this solution running in production, Initial Operating Capability (IOC) before the end of 2015. Given this aggressive timeline and the overall complexity of this effort, it is anticipated that there will be an integrated phased approach to development, with roll-out of phases as pending policy changes permit. The solution should be a COTS tool that has been implemented for other customers successfully within a similarly aggressive schedule. The solicitation is being issued in accordance with FAR Part 15 Contracting by Negotiation and FAR Part 16.5 Indefinite Delivery Contracts. Set-aside Status: Unrestricted. The resultant contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) Contract. The resultant contract will have an effective base period of performance of 1 year, with two 1 year options and two 3 month options. Solicitation SP4701-14-R-0050 is expected to be issued for a period of 30 days.
