Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The Naval Surface Warfare Center Philadelphia Division intends to award a sole source, firm-fixed-price, indefinite-delivery, indefinite-quantity contract to Woodward, Inc. for the Next Generation Ship Service Gas Turbine Generator Full Authority Digital Control FADC for DDG-51 class ships. With a total estimated value of 14,939,487 dollars over a 60-month ordering period, this acquisition addresses the need to replace obsolete components and resolve cybersecurity vulnerabilities in the existing FADC system. The Next Generation FADC will serve as a direct replacement for the Modernized AG9140RF FADC, utilizing current input and output structures and control algorithms to enhance the availability, reliability, maintainability, and supportability of the ship's electric plant. The project requires the new system to retain all existing functionalities while adhering to strict military specifications for shock, electromagnetic interference, mechanical vibration, temperature, humidity, and water penetration. The design must ensure the unit is hatchable into required engine spaces and maintains the same interface connection patterns as the previous design. Due to Woodward, Inc. possessing proprietary technical data and software rights, the government is pursuing this procurement under the authority of 10 U.S.C. 2304(c)(1), identifying them as the only responsible source capable of satisfying the agency requirements.

The requirement is for the Next Generation FADC cabinet aboard DDG-51 class ships. The acquisition will fill a need for an improved Ship Service Gas Turbine Generator Full Authority Digital Control (SSGTG FADC). The SSGTG FADC contains the gas turbine controller and accessory equipment required to control the SSGTG and output electrical power to the ships electric plant. The existing DDG-51 Class SSGTG FADC contains obsolete components critical to SSGTG operation and lacks cybersecurity hardening capabilities due to hardware and software limitations. The Next Generation SSGTG FADC will directly replace the existing unit utilizing the current input/output structure and control algorithms, while upgrading hardware and software to improve availability, reliability, maintainability, and supportability of the SSGTG. The P/N for the current FADC LOCAL CONTROL PANEL is 9900-1017. The requirements for the Next Generation SSGTG FADC are: 1. The Next Generation FADC shall be designed to directly replace the existing Modernized AG9140RF FADC, utilizing proprietary knowledge of the current input and output signals of the existing FADC. 2. The Next Generation FADC shall retain all the functionalities of the existing FADC unless stated otherwise, and the requirements specified in this document are in addition to or in modification of the existing functionalities. 3. Design the Next Generation FADC to comply with all applicable Environmental Qualification Test (EQT) Military Specifications. a) Shock (High Impact) Requirement: MIL-DTL-901E. b) Electromagnetic Interference Requirement: MIL-STD-461G. c) Mechanical Vibration Requirement: MIL-STD-167-1A. d) Temperature and Humidity Requirement: IEC Standard 60945/ MIL-STD-810H. e) Water Penetration: MIL-STD-810H. 4. Design the Next Generation FADC to be hatchable into all the required engine spaces. 5. Orient all interface connections/jacks in the same pattern and spatial location as the existing FADC design. The Government intends to solicit and negotiate with only one source under authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1.
