The Department of Defense, through the Navy’s Deputy Portfolio Acquisition Executive (DPAE) Auxiliaries and the Strategic and Theater Sealift Program Office (PMS 385), issued a Request for Information (RFI) to gather market insights from experienced ship designers and builders regarding the development of the future hospital ship T-AH(X). This RFI is intended solely for informational and planning purposes and is not a solicitation or commitment to award a contract. The goal is to refine and align the notional ship requirements to achieve a fiscally responsible solution that will replace the current USNS Mercy and Comfort vessels. The new hospital ship will serve as the fleet’s sole afloat Role 3 medical platform, prioritizing improved port access and patient transfer capabilities, with construction to be performed at a single U.S. shipyard under the oversight of a Vessel Construction Manager contract, anticipated for award in fiscal year 2027. Respondents are requested to submit rough order magnitude cost estimates, identify major cost drivers, offer recommendations to reduce costs, and highlight any perceived program risks. They should also provide information on potential parent hulls or ship concepts that could expedite design and lower risks, while maintaining compliance with domestic sourcing laws such as the Buy American Act. Shipbuilders are asked to include high-level construction planning and scheduling relative to their backlogs. Responses must be submitted electronically by July 15, 2026, with initial intent to respond noted by June 15. The government may host an industry engagement event for further dialogue but emphasizes that no funding or contract award is associated with this RFI. All submitted information will be for government use only, with proper safeguards for proprietary data, and answers to questions will be addressed strictly in writing.
