The Naval Air Systems Command intends to award a Cost Plus Incentive Fee modification to the existing Next Generation Jammer (NGJ), Mid-Band (MB), contract N00019-16-C-0002 to Raytheon SAS, El Segundo, California. This award will be on a sole source basis. The contract modification will provide for a quantity of seven System Demonstration Test Article (SDTA) ship-sets (2 pods per shipset). The SDTAs will support final Developmental Test and Evaluation (DT&E) on production-representative test articles, including the correction of deficiencies, to ensure all requirements have been assessed and verified prior to the Initial Operational Test and Evaluation (IOT&E) phase of the NGJ-MB program. The NGJ system will be integrated on the EA-18G tactical aircraft to replace aging ALQ-99 Tactical Jamming System Pods. The statutory authority permitting other than full and open competition is 10 U.S.C. - 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1: "Only one responsible source and no other supplies or services will satisfy agency requirements," and more specifically 10 U.S.C. - 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(ii): "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered in competition; or (B) Unacceptable delays in fulfilling the agency's requirements." This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. Expressions of interest in subcontracting shall be addressed to Donald Ritter of Raytheon at (310) 647-0158.

Defense Innovation Unit Commercial Solutions Opening
Solicitation # HQ0845-20-S-C001
The Defense Innovation Unit (DIU) is utilizing a streamlined Commercial Solutions Opening (CSO) to award funding agreements to traditional and nontraditional defense contractors for prototype projects. These projects aim to enhance military effectiveness and national security through the adoption of innovative commercial technologies, processes, or business practices. Awards are executed as Other Transaction Agreements (OTAs) under the authority of 10 U.S.C. 2371b, allowing for an iterative prototyping process that includes concept demonstrations, pilots, and agile development. The procurement is administered by the DIU in coordination with the Washington Headquarters Service and the Army Contracting Command.
