NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. INCLUSION OF PROJECTS IN THIS NOTICE DOES NOT GUARANTEE THEY WILL RESULT IN A RFP. The purpose of this amendment is to continue communication in regards to the planned NGJ-LB requirement including: latest timeline and information that may be considered for the NGJ-LB requirement. A. The Anticipated Timeline in this notice is now updated to the following: Anticipated Timeline - 1. Anticipated Proposal Submission by the 1st Qtr FY 2020 - Environmental qualification test plan inclusive of measured data provided by 3rd QTR 2020 - 2. Final Product Baseline by 4th Qtr FY 2020 - 3. Interim Flight Clearance (IFC) by the 3rd Qtr FY 2021 - 4. Fielding of an operational prototype in FY 2024 B. The following information may be considered in fulfilling the NGJ-LB requirement. Please note that, as stated in the above paragraph, the Government is providing this information as a means of communication only and does not guarantee that this information will be utilized. Potential NGJ-LB areas of interest may include (and are not limited to): - Jamming Performance - EIRP over Frequency and Field of Regard - Full EIRP flight envelope - green box (Continuous Power and Cooling over Max EIRP Threshold in Figure 4*) - Number of Simultaneous assignments radiated at reduced EIRP - Baseline documentation for all subsystems - Weight, Volume, Environmental qualification test data, Mission radius, Platform integration - Flight Safety Hazard Mitigations - Structures - Loads and Dynamics Analysis - Structural Analysis - Controller, Receiver, Exciter (CRE) Performance - Number of simultaneous assignments that can be received and processed - Latency time for receiver enhanced (reactive) techniques - Government Purpose Rights (Data Rights) - Small Business - If capability in pod proposed to meet 2024 does not meet all IOC requirements, provide a plan to achieve full IOC requirements - Measured installed Transmitter Group** Performance Test Data, and the developmental drawing package of the Transmitter Group tested. - a. The provided measured Performance Test Data must have been collected in a relevant environment. The relevant environment for test of antennas is defined as installed per the pod configuration defined in the baseline element provided below while the pod is mounted on Station 6 on an F/A-18E, F/A-18F, or EA-18G, with neighboring stores installed. For systems employing one or more antenna arrays, measured installed embedded element patterns must be provided. Test data from the amplifiers must include RF output power and DC power consumption during operation into worst-case load impedance as predicted by installed antenna analysis, with appropriate drive level, bias level, and cooling as allocated in the baseline described in the below element (Format expectations provided in table 1 below) - b. Analysis must be provided that addresses any configuration differences between the subject test configuration and the initial product baseline described in the below element. (**Transmitter Group is defined as the collection of hardware that performs the bi-directional transduction between RF voltage and current waves at the boundary of the Controller/Receiver/Exciter (CRE) and propagating electromagnetic waves at the radome surface. The Transmitter Group includes all antennas, and the last stage of RF amplification.) Table 1 Antenna Performance Realized Gain vs. Frequency and across the field of regard Embedded Element Patterns Gain Patterns in the installed environment, vs. Frequency and across the field of regard RF Output Power Measured in dBm across frequency at worst-case load conditions, with that worst-case load plotted on Smith Chart DC Power Consumption Measured in Watts, simultaneous with the RF Output Power measurement. Includes bias voltage in Volts, drive level in dBm - A complete Initial Product Baseline Documentation Package of the Transmitter Group A complete Transmitter Group Initial Product Baseline Documentation Package is comprised of the following: - 1. MIL-STD-31000B, 3D Developmental Technical Data Package to include Design Data and Associated Lists (Available content requirements per DI-SESS-80776A) - 2. Subsystem Specifications (Available content requirements per DI-IPSC-81431A) - 3. Subsystem Design Descriptions (Available content requirements per DI-IPSC-81432A) - 4. Software Specifications (Available content requirements per DI-IPSC-81433A) - 5. Software Design Descriptions (Available content requirements per DI-IPSC-81435A) - 6. Subsystem Interface Control Documents (Available content requirements per DI-SESS-81248B) - 7. Subsystem Interface Design Descriptions (Available content requirements per DI-IPSC-81436A) - 8. Verification Evidence that the Transmitter Group meets its system and subsystem specification requirements to include analysis, simulation, modelling, and lower level test results. Verification Evidence shall contain, at a minimum, the following information: - a. A listing of all references - b. Traceability between all requirements documents and the required verifications - c. A summary specifying results obtained for the verifications - d. The conclusions and their condensed technical substantiations - e. A complete and detailed description of the verifications which led to the conclusions stated - Evidence, validated by baseline documentation, that a single pod configuration can be met - Environmental qualification test plan at proposal delivery and submission of measured environmental test data for the transmitter group as part of a subsequent proposal submission by 3rd Qtr 2020. The provided plans must follow the MIL-STD-810 procedures 501 High Temperature and 514 Vibration. - a. The provided high temperature test plans and data must include continuous operation at a constant 55 degrees Celsius, followed by a 30 minute operation at a constant 71 degrees Celsius. - b. The provided vibration qualification test plans and data must consist of combined functional and endurance tests for jet aircraft stores based on the random vibration levels included in Figures 1, 2 and 3*, and any induced vibrations specific to the Offeror's design (derived by the Offeror). The endurance vibration test times included in Figures 1, 2, and 3 are representative of 1500 hours of store life. The functional vibration test times are 30 minutes for each axis of the included random vibration levels. - c. The Government intends to witness environmental testing at the Governments discretion and intends to require interim test data after each event. *Figures 1,2, 3, and 4 will be provided via the NJG-LB Technical Library.
