1. Request For Information 1.1. The Project Management Information Solution (PMIS) is the designated ESDC departmental tool and system of record for project, programme and portfolio management. Project and Programme Management is recognized by the Government of Canada as best practices to introduce or improve business capabilities and to improve service delivery. ESDC is committed to strengthening and modernizing project, programme, portfolio management as well as providing employees with tools that will encourage collaboration and increase productivity. 1.2. PMIS is key to effective investment delivery and is the central repository of information for senior-management decision-making. Approximately 225 active projects, programmes or portfolios exist in PMIS. An additional 200 investments have been completed and delivered through PMIS. 1.3. The current PMIS solution was developed in-house and leverages Custom off the Shelf (COTS) software namely Microsoft Project Server, Microsoft Project Professional and Microsoft SharePoint versions 2016 to deliver services. The current PMIS solution will reach end of life by 2026 as its COTS software will no longer be supported by the vendor, and a replacement solution is required. 1.4. ESDC is exploring options for the replacement of its aging PMIS solution with a new system by embracing latest technologies that may include Software as a Service cloud solutions, automation and business intelligence, with the aim to provide the best combination of service to the department, enhancing productivity and ability to deliver, automation and decision-making to ESDC. 1.5. ESDC has identified the following as components required for the NextGen PMIS solution: • Project management using waterfall and agile methodology. • Programme management in compliance with Managing Successful Programmes (MSP) • Portfolio management • Schedule management • Idea and Intake management • Change management • Risk and Issue management • Benefit management • Dependency management • Cost Management • Time and Resource Management • Lessons Learned • Governance and Decision Management • Stakeholder Management • Business Intelligence and Analytics • User, Roles and Group Permissions & Account Management • Automation and Workflow Management Some or all of these components may be required in the RFP and ESDC may add additional components to its NextGen PMIS solution. It is expected that the NextGen PMIS solution will integrate with several other solutions at ESDC such as Active Directory and Microsoft SharePoint Online. 1.6. In addition to the above components, the following services are anticipated to be required: • Customization activities to support ESDC processes • Data migration of existing data into NextGen PMIS solution • Support and maintenance. 1.7. Respondents may provide information on how they would provide a turnkey solution incorporating all of the components listed in 1.5, or how they might provide specific components that would be incorporated into a NextGen PMIS solution. Respondents may also provide information on any other components or processes relevant to a NextGen PMIS solution not listed in 1.5.
