The U.S. Department of Labor (DOL), Employee Benefits Security Administration has a requirement for Netlert Communications, Inc's NFocus Software for the Avaya PBX for 125 agent licenses. The DOL intends to use the services of SoftBase System, Inc, who is the only known responsible source that can meet the DOL requirements. Justification and Approval of Sole Source is cited in 41 U.S.C 253 (c) (1) "only one responsible source." The requirement can be satisfied by only one responsible source. No other product or service will satisfy the needs of the agency. Netlert Communications' Nfocus provides extracts and displays Call Center data generated by Avaya Private Branch Exchanges (PBX). Nfocus has a unique ability to extract Call Center information from multiple Avaya PBXs and display via a single Intranet server located at the National Office. Nfocus also has security features that will allow EBSA System Administrators to prohibit field users from access Call Center data from other field offices. The implementation of Nfocus will allow the EBSA Supervisors to monitor Call Center activity and to determine if their offices are meeting the customer response standards set by the Office of Participant Assistance (OPA). Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 5:00 p.m. EST, on 09/28/2010. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
