The contract is for the procurement of a new 17-foot aluminum boat with a 60-hp 4-stroke outboard engine, a 24-volt/70-lb bow-mounted trolling motor, and a marine-grade aluminum trailer, to be delivered fully assembled and operational for use at Umbagog National Wildlife Refuge. The vessel must meet or exceed the Lowe Stinger 175C model specifications, include standard marine equipment such as LED navigation lights, dual marine batteries, an automatic bilge pump, depth-finder, windshield, folding seats, non-skid deck, and under-seat and anchor storage, with a minimum 3-person capacity and 18-gallons of fuel capacity. Delivery is required by September 30, 2026, under FOB Origin terms, with inspection and acceptance conducted at the Government’s designated destination. The acquisition follows a Lowest Price Technically Acceptable (LPTA) evaluation method, where technical conformity to requirements is the threshold for consideration, and award is made to the lowest-priced responsive offer. The contract specifies the use of the Invoice Processing Platform (IPP) for electronic payment requests, and contractors must register in SAM and provide a Unique Entity Identifier and CAGE code. The contract imposes stringent compliance obligations related to federal procurement regulations and agency-specific mandates, including adherence to the Buy American Act and Trade Agreements, with requirements to use domestically manufactured products.
