The U.S. Army Corps of Engineers (USACE), Buffalo District, awarded contract W912P423D0010 for the Niagara Falls Storage Site SATOC on 3 August 2023. The contractor, Enviro-Fix Solutions, LLC., is currently remediating contaminated materials under this contract.


The Government has a requirement to increase the SATOC capacity by $9,000,000. This increase will allow the Balance of Plant and Groundwater OU RA to be completed which is due to a significant increase in quantities and the current capacity is insufficient. Since the contractor is already mobilized at the project site and almost complete, the Government intends to modify the existing contract to increase the capacity, citing the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A) and (B). Awarding this requirement to another source would result in substantial duplication of costs for the Government and unacceptable delays in completing the necessary environmental remediation.
