Notice of Intent To Sole Source The U.S. Department of Housing and Urban Development (HUD) intends to negotiate and award a sole source purchase order to National Investment Center for Seniors Housing & Care, located at One Park Place, Suite 450, Annapolis, MD 21401, under FAR 13.501(a). The NIC-MAP Professional database is being used to provide unlimited on-line access for users to the economic forecast data with the parameters described below: 1. Search capabilities by address, city, county, state, zip code or latitude/longitude. 2. Radius and polygon search functionality 3. Inventory of existing stock within a targeted search location 4. Construction pipeline reporting across all phases � from planned to under construction. 5. Property-level characteristics, inclusive of unit mix. 6. Demographic data around properties or addresses. 7. Aggregated asking rate and occupancy data for your selected peer group. 8. Property-level sales transactions. 9. Hospitals by location. 10. 10+ years of market fundamentals data for primary metro markets 11. 9+ years for secondary metro markets 12. Historical time series data at the national, regional, metro and county levels. 13. Data cuts using property or community type classifications. 14. Visual depictions of market performance through exportable graphs and charts. 15. Metro market rankings by key indicators. The circumstances of the requirement deem only one source reasonably available due to exclusive licensing of NIC-MAP (registered trade-mark). A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows: NIC MAP�s Professional product offering includes both the tools of Local�s reliable market data, as well as Fundamentals & Insight�s national trends. Map-based search capabilities displaying market activity by metro area, county, address, city, and/or zip code. It also includes historical time-series data by property and campus type, aggregated at the national, regional, metro, and county levels by profit status, property age, and payment type and Forecasted data for seniors housing supply-demand fundamentals. The period of performance is for a 12-month base period plus four 12-month option periods. The NAICS code is 519130 Internet Publishing and Broadcasting and Web Search Portals, the size standard in number of employees is 1,000. This notice is not a request for competitive quotations. However, any firm that believes it can meet these requirements may submit a written response via email to Darlene Pope at the email address below by 10:00 AM Eastern Standard Time (EST) on May 4, 2020. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information received will be considered; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government. If no responses are received, HUD will proceed with the sole source award to National Investment Center for Seniors Housing & Care.
