The U.S. Navy’s NAVSUP Weapon Systems Support in Philadelphia plans to award a sole source repair contract to Sikorsky for six rotary rudder blades, part number 70101-31000-046, with NSN 7R1615011589678, under NAICS code 336413 and FSC 1615. No technical drawings or data are available to the government, and it does not hold the rights to the intellectual property required to source these components from any other supplier. As a result, Sikorsky is the only responsible source capable of performing this repair, and the acquisition is authorized under 10 U.S.C. 3204(a)(1) and FAR 6.302. The award is expected to be issued under the existing Basic Ordering Agreement N0038322GY601, and any firm not already approved for this item must submit a Source Approval Request, though the requirement will proceed without delay pending such approval. The acquisition will be conducted under FAR Part 15, not FAR Part 12, confirming this is not a commercial item purchase. This notice is not a request for competitive proposals, but all submissions received within 24 hours of the synopsis posting will be reviewed to assess whether competition is feasible. The effort is not designated as a small business set-aside, and all submissions must be submitted electronically via email to the designated point of contact; no hard copies or phone requests will be accepted. The solicitation will be posted to NECO, and responses must be received by May 29, 2026, at 6:00 PM Eastern Time to be considered. The repair work is intended to support critical Navy aviation systems, and Sikorsky remains the sole supplier recognized for this specialized component.
