The acquisition will be conducted under FAR Part 15, not FAR Part 12, confirming this is not a commercial item purchase. This notice is not a request for competitive proposals, but all submissions received within 24 hours of the synopsis posting will be reviewed to assess whether competition is feasible. The effort is not designated as a small business set-aside, and all submissions must be submitted electronically via email to the designated point of contact; no hard copies or phone requests will be accepted. The solicitation will be posted to NECO, and responses must be received by May 29, 2026, at 6:00 PM Eastern Time to be considered.
