The Transportation Security Administration is establishing a qualification process under Revolutionary FAR Overhaul FAR 9.202 to add vendors to the Bottle Liquid Scanner (BLS) Qualified Products List (QPL). This special notice, solicitation 70T04026QPL7672BLS001, invites industry submissions of Certification Data Packages or Qualification Data Packages for systems that meet the BLS Functional Requirements Document v2.95 and Detection Standard 2.3. The process is designed to ensure the procurement of proven technology for nationwide use, though placement on the QPL does not guarantee a contract award. Applicants must undergo a multi-step evaluation including a data package review for thoroughness and adequacy, Qualification Testing at the TSA System Integration Facility, and Initial Operational Test and Evaluation at up to four airport sites across the United States. Systems must also adhere to strict IT security requirements and undergo a Cyber Vulnerability Program Analysis. The qualification process involves significant security protocols, requiring a designated Senior Official to attest to the protection of Sensitive Security Information every 60 days. All submitted systems must comply with the Buy American Act and applicable Trade Agreements. The QPL will remain open until closed by the TSA, allowing various Department of Homeland Security components to utilize the list for future procurement needs.
