NIST Sitewide Handrail Project

The National Institute of Standards and Technology (NIST) is seeking a small business contractor to design, fabricate, and install compliant handrail systems across its Boulder campus, ensuring full adherence to the 2010 ADA Standards for Accessible Design and OSHA regulations. The project involves demolition and replacement of select concrete stairs and curbs, removal of non-compliant lower railings, and installation of new middle railings to enhance accessibility while improving snow removal functionality. Contractors must conduct thorough field verification, adhere to NIST’s strict security protocols including PIV badge requirements and daily presence of at least one badged individual per worksite, and submit a detailed site-specific safety plan and quality control processes. All work must comply with FAR clauses governing material and workmanship, inspection of construction, and labor standards, and must meet the technical specifications outlined in the NIST Boulder General Requirements and supporting attachments. Proposals must be submitted in sealed physical envelopes by May 11, 2026, at 5:00 PM MT, and must include a technical approach not to exceed 20 pages, a completed SF 1442, and all required representations in Section K, including verified UEI and CAGE codes and small business status. The contract will be awarded on a firm fixed-price basis through a trade-off process prioritizing technical merit and schedule performance over price, with the government evaluating proposals based on understanding of requirements, proposed methods, safety protocols, quality control, and the completeness and feasibility of the project timeline. The project has a strict 90-day performance period beginning within ten days of notice to proceed, with inspections and acceptance occurring on-site by the NIST Contracting Officer’s Representative. Invoices must be submitted electronically via the Invoice Processing Platform or to INVOICE@NIST.GOV, and all materials shipped to site must comply with OSHA Hazard Communication standards and Federal Standard No. 313, including proper labeling and inclusion of safety data sheets in weather-resistant packaging. Contractors are required to comply with federal, state, and local laws, avoid organizational conflicts of interest, and meet all security processing criteria prior to gaining access to the facility, including submission of photo ID and completion of background checks. Failure to comply with any provision, including copying the statement of work in proposals or missing submission deadlines, may result in disqualification.
