The National Multiple Award Construction Contract (NMACC) III is a multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) vehicle managed by the Department of Homeland Security Office of Contracting and Procurement – Shore Infrastructure. The contract provides for the new construction, renovation, and repair of commercial and institutional facilities, including waterfront structures, housing, medical complexes, and administrative buildings, across all 50 U.S. states, Puerto Rico, Guam, and the U.S. Virgin Islands. The scope specifically emphasizes the rapid restoration of mission-critical shore infrastructure damaged by extreme weather events such as hurricanes and flooding. The vehicle consists of 27 separate IDIQ contracts organized into three contractor pools. To accommodate significant funding from the One Big Beautiful Bill Act and prevent ceiling depletion by Fall 2026, the aggregate contract capacity was increased from $4 billion to $12.25 billion. The contract structure includes a 10-year base period with nine one-year option periods, with pool-specific end dates extending to 2033 and 2034. Task orders are issued using Design Build or Design Bid Build methods and are competed among existing holders in accordance with FAR 16.507 fair opportunity procedures.
