NNMC - NPSC for General Surgery Nocturnist

This contract is a combined synopsis and solicitation issued by the Navajo Area Indian Health Service under the U.S. Department of Health and Human Services for General Surgery Nocturnist services at the Northern Navajo Medical Center in Shiprock, New Mexico. The procurement is strictly reserved for Indian Small Business Economic Enterprise (ISBEE) contractors, as defined by Department of Interior and Indian Health Service regulations, and is conducted under FAR Part 12 for commercial services. Pricing is evaluated for realism and reasonableness, but award will be made using a trade-off process, not lowest price technically acceptable, allowing the government to select a higher-priced offer based on superior technical merit. The contract mandates adherence to strict security protocols, including PIV card access, background checks, and safeguarding of information systems, with penalties for non-compliance including immediate removal of personnel and contract termination. Payment will be made exclusively through the Department of Treasury’s Invoice Processing Platform, and all subcontracting must comply with FAR clauses promoting small business participation. Contract administration will be managed by a Contracting Officer and a Contracting Officer’s Representative to be designated upon award, and performance will be formally assessed via Contractor Performance Assessment Reports.
