The purpose of this announcement is for market research purposes to determine what capable businesses are available that can support our 13 NOAA All Hazards Radio (NWR) transmitter sites in the State of Wisconsin. The government is anticipating a base year with four additional one year option periods. The National Weather Service (NWS) is a component of the National Oceanic and Atmospheric Administration, with a core mission of protection of lives and property of the people of the United States and our territories. The NWS currently has 1,000 NWR transmitters operating Nationwide, and this network is our primary system of notification for general forecast data, watch and warning dissemination, Amber Alert dissemination, and natural or manmade disaster alert and dissemination to our customers, and is a integral part of or forecast mission and process. This network must be available 24 hours a day, 7 days a week, 365 days a year, with only limited service interruptions regardless of conditions at the transmitter site. Some of the potential work that may be required under these requirements would include all emergency corrective actions, regularly scheduled preventive maintenance actions, as well as facilities to house the equipment, logistics support, emergency power generator and power utility services, and a support of the terrestrial telecommunications interfaces at all of the sites so that we may disseminate watch warning and forecast data to the public we serve. A draft of the scope of work is attached. Responses to this request for information shall not constitute responses to any request for quote, which is not currently available. NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
