NOAA: Pressure Sensor Barometers for NDBC

The National Oceanic and Atmospheric Administration (NOAA), through the Eastern Acquisition Division of the Department of Commerce, is soliciting offers for Pressure Sensor Barometers to support the National Data Buoy Center at Stennis Space Center, Mississippi, under a firm fixed price contract with solicitation number 1305M226Q0124. The contract requires the delivery of 148 units of pressure sensor barometers meeting specific technical specifications, including a measurement range of 800–1100 hPa, accuracy of 0.15 hPa within operational temperatures, RS-232 output, and compliance with BS EN 60068-2-6 and BS EN 60068-2-64 vibration standards. An additional three units must be delivered for first article testing within 60 days of contract award unless waived, which the government may grant if the contractor has previously supplied an approved equivalent unit. All barometers must include a current traceable calibration certificate and a one-year warranty. The offeror must be an authorized reseller of the product with proof provided, and delivery must be made FOB destination to NDBC, Building 3200, Stennis Space Center, MS 39529. Pricing must include all shipping, handling, and applicable tariffs, with total evaluation based on the sum of CLIN 0001 and CLIN 0002. Award will be made based on the lowest evaluated price among responsive, responsible offerors whose proposals meet or exceed acceptance standards for non-cost factors, with specifications serving as a mandatory pass/fail gate. All contractors must be actively registered in the System for Award Management (SAM) with a validated Unique Entity Identifier (UEI) at the time of submission and throughout contract performance. Offerors must complete mandatory representations in SAM, including size and socioeconomic status per 13 CFR 121.103, identify the manufacturing location of the product, and attest to compliance with organizational conflict of interest requirements under CAR 1352.209-74. Invoices must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform (IPP), with the final invoice attached, and exceptions require written approval
