NOAA: X14 Frequency Multipliers built to specifcations for the NWS/Radar Operations Center (ROC) in Norman, OK.

The National Oceanic and Atmospheric Administration (NOAA), through its Eastern Acquisition Division, is soliciting firm fixed price proposals for the delivery of X14 Frequency Multipliers to replace obsolete units in the NEXRAD radar system at the Radar Operations Center in Norman, Oklahoma. This is a total small business set-aside under NAICS code 334419, with awards made on a lowest price technically acceptable basis in accordance with FAR 12.203(c)(2). All offerors must be registered in the System for Award Management (SAM.gov) with an active Unique Entity Identifier (UEI), and failure to comply with this requirement will disqualify a proposal. The contract involves delivering one first article unit within 140 calendar days of award, followed by an option to procure up to 26 additional production units within 20 weeks of first article acceptance. Each unit must strictly conform to Vendor Item Drawing 2200737 Rev B, meeting precise electrical, mechanical, and environmental specifications including 50-ohm RF impedance, operation in temperatures from -40°C to +85°C, and a corrosion-resistant, screw-free enclosure. Delivery is FOB destination to either the Radar Operations Center in Norman, Oklahoma, for the first article or the National Logistics Support Center in Grandview, Missouri, for production units. The Government will conduct inspection and acceptance at the delivery point, requiring submission of a comprehensive First Article Test Report and a one-week field validation test. Invoicing must be submitted electronically through the Invoice Processing Platform (IPP), and payment will be processed via electronic funds transfer. Contractors must also comply with multiple FAR clauses relating to labor practices, equal opportunity, trafficking prevention, sustainable sourcing, and whistleblower rights, and must affirm their small business status in SAM. Representations must be maintained throughout the contract period, and joint ventures must disclose all partners and their UEIs.
