NOCA for Materiel Management Operations (MMO)

The Air Force Test Center Directorate of Contracting awarded a non-competitive, sole-source, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Data Monitor Systems, Inc., a Service-Disabled Veteran-Owned Small Business. This six-month bridge action, valued at an estimated 2.2 million dollars, is designed to prevent disruptions to mission-essential Materiel Management Operations (MMO) at Edwards Air Force Base while a long-term contract is established. The award was justified under FAR 13.501(a)(1)(ii) and 41 U.S.C. 1901 due to the incumbent's unique institutional knowledge and the urgent need to maintain continuity following unforeseen administrative delays. The scope of work involves comprehensive logistical support under DAFMAN 23-300, including asset management, equipment accountability, inventory control, hazardous materiel management, armory operations, and cargo operations. All services are performed on-site at Edwards Air Force Base in support of the 412th Logistics Readiness Squadron. Performance is monitored by the Government, with quality assurance and acceptance based on established Air Force materiel management procedures. This short-term agreement ensures that critical functions, such as the Flight Service Center and Defense Logistics Agency Disposition Services, remain operational without the risk associated with a standard contractor transition period.
