NOFO- U.S.-Oman Youth Council Program

The U.S. Embassy Muscat is seeking a qualified implementing partner to administer the U.S.-Omani Youth Council, a leadership and bilateral engagement program designed for 10 to 15 university students from diverse academic backgrounds and regions across Oman. The program will run from November 2026 through May 2027 and aims to deepen participants’ understanding of the enduring U.S.-Oman partnership by exposing them to areas of cooperation including diplomacy, trade, space, technology, innovation, and entrepreneurship. The initiative aligns with the U.S. Embassy’s Freedom250 campaign and Oman Vision 2040, reinforcing shared goals in youth leadership, civic engagement, human capital development, and sustained people-to-people ties. The recipient will be responsible for managing all aspects of program delivery, including conducting outreach to universities, overseeing an open and coordinated application and selection process with the Embassy, organizing seven monthly sessions and experiential visits, arranging travel and logistical support, and administering up to three mini-grants of no more than $1,500 each for participant-led projects. The partner will also deliver a capstone event, establish an alumni network, and provide regular monitoring and reporting on program outcomes. Close collaboration with the Embassy is required throughout the program for participant selection, speaker coordination, official visits, content development, public communications, and approval of mini-grant proposals. Eligible applicants must demonstrate proven experience in youth programming, university outreach within Oman, multi-location program implementation, sound financial management, and the ability to engage effectively with government, academic, private-sector, and civil-society stakeholders. Proposals must be submitted electronically via Grants.gov by August 26, 2026, and adhere to strict formatting requirements, including specific word limits for each narrative section and submission of a completed budget template in Excel format. Applicants must have a Unique Entity Identifier from SAM.gov and comply with federal grant administration standards under 2 CFR Part 200, though the solicitation does not include traditional federal contract clauses, line-item pricing, or procurement-specific requirements typically found in contracting documents.
