NOFO- U.S.-Oman Youth Council Program

The U.S. Embassy Muscat is seeking an implementing partner to administer the U.S.-Omani Youth Council, a leadership and bilateral engagement program designed for 10 to 15 university students from diverse academic backgrounds and regions across Oman. The program will run from November 2026 through May 2027 and include seven monthly sessions and experiential visits aimed at deepening participants’ understanding of the longstanding U.S.-Oman relationship and its collaboration in areas such as diplomacy, trade, space, technology, innovation, and entrepreneurship. It aligns with the U.S. Embassy’s Freedom250 initiative and Oman Vision 2040 by fostering youth leadership, civic involvement, human capital development, and sustainable people-to-people connections. The recipient will be responsible for university outreach, managing an open application and selection process in coordination with the Embassy, organizing all program logistics including travel, and overseeing a mini-grants component that funds up to three participant-led projects with a maximum of $1,500 each. A capstone event will conclude the program, and the recipient must also establish an alumni engagement structure and provide regular monitoring and reporting on outcomes. The selected partner must have demonstrated experience in youth engagement, university outreach, and delivering multi-location programs within Oman, alongside strong financial management capabilities and proven coordination with government, academic, private-sector, and civil-society stakeholders. The Embassy will maintain close collaboration throughout the program, providing input on participant selection, guest speakers, official visits, curricular content, public communications, and mini-grant approvals. All activities will take place primarily in Oman, and the recipient must be prepared to work in close partnership with U.S. diplomatic staff.
