Nogales Instrumentation

The International Boundary and Water Commission is soliciting a firm fixed price turnkey contract for the procurement and installation of a complete Hach wastewater process instrumentation package at the Nogales International Wastewater Treatment Plant in Arizona. This unrestricted, brand name commercial acquisition requires the contractor to furnish genuine Hach sensors, SC4500 controllers, accessories, and one-year WarrantyPlus service coverage. The scope of work encompasses the entire lifecycle of the project, including equipment supply, installation, integration with the SCADA system, manufacturer startup, calibration, testing, training, and final turnover. The project covers several key plant areas, including the headworks, aeration basin, UV building, clarifiers, and the RAS line. Award will be determined using the Lowest Price Technically Acceptable (LPTA) evaluation method. Technical proposals will be rated as either Acceptable or Unacceptable based on factors such as the ability to provide genuine Hach products, the installation and integration approach, personnel qualifications, and the performance schedule. No tradeoffs between price and technical merit will be made, and exceeding minimum requirements will not provide additional value. All offers must be submitted via the secure Microsoft SharePoint portal by September 18, 2026, at 3:00 PM Mountain Time. The contractor is responsible for all labor, materials, and safety coordination, with invoicing processed through the Invoice Processing Platform.
