NOI Permit Rework FRA-26

Tidelands Oil Production Co. is proposing to rework one existing waterflood well, identified as FRA-26 (API #0403701098), located on Pier G in the Wilmington Oil Field, Los Angeles, California. The project focuses on casing repair within the existing wellbore to restore well integrity without increasing production capacity. All activities will be conducted within established oil and gas well cellars, ensuring no expansion of the surface footprint and minimal impact on wildlife or native botanical species, as the lease is an entirely developed production facility. The project is overseen by the California Department of Conservation, Geologic Energy Management Division (CalGEM), which serves as the lead agency for regulatory approval. It has been granted a Notice of Exemption from full environmental review under the California Environmental Quality Act (CEQA), qualifying under Class 1, 2, 4, 7, and 8 categorical exemptions and Group B of CalGEM’s December 2023 rework exemptions guidance. Compliance is required with 14 CCR regulations and the health risk standards established under California Senate Bill 1137. The project was certified on August 8, 2025, with administrative oversight provided by the CalGEM Southern District office.
