AI Contract Overview
The National Institutes of Health (NIH) intends to award a firm-fixed-price sole-source contract to Imaging Service Solutions LLC for maintenance support of a Philips MRI Scanner located in the Operating Room section of the NIH Clinical Center. This acquisition addresses a critical need created by the Philips system reaching its End of Service Life on December 31, 2025, after which the Original Equipment Manufacturer (OEM) can no longer provide formal maintenance or time-and-materials services. Maintaining continuous, safe operation of the MRI scanner is essential for clinical imaging during surgery and compliance with The Joint Commission’s standards, which mandate preventive maintenance according to the OEM schedule. The selected vendor is uniquely qualified to support the used MRI system as it is currently configured, servicing coils, electronics, and adhering to stringent response and uptime requirements without requiring software regression or unauthorized system modifications. The contract will require Imaging Service Solutions to perform scheduled preventive maintenance, provide all necessary parts and labor including cryogens and coils, and guarantee a minimum of 90% system uptime during coverage hours. Remote support must be available within 4 hours and on-site service within 24 hours on business days. Performance will be monitored at the NIH Clinical Center in Bethesda, Maryland, with acceptance based on adherence to OEM maintenance schedules, safety, and operational standards. This sole-source award, conducted under FAR Part 13 simplified acquisition protocols, reflects the exclusivity and technical compatibility of the vendor with the aging equipment. The notice does not include pricing details, formal solicitation documents, or contract clauses; however, submission of comments by interested parties is open until March 19, 2026, through the designated contract specialist at NIH.

Full Description
The purpose of this acquisition is to acquire maintenance support services for the Philips MRI Scanner. The Surgery Operating MRI Section relies on the Philips MRI scanner for CC patient imaging during surgery to provide comprehensive imaging services to the Clinical Center (CC) and NIH Institutes. The Original Equipment Manufacturer (OEM), Philips, designated the system’s End of Service Life (EOSL) as December 31, 2025, and has confirmed that it can no longer provide formal maintenance support, nor time-and-materials service. As a result, OEM support is no longer available. Due to safety and The Joint Commission requirement, the scanner cannot be clinically used without at least preventive maintenance according to the manufacturer’s defined schedule. The National Institutes of Health (NIH) intends to award a firm-fixed-price contract for a third-party maintenance contract starting immediately for the Philips MRI scanner (FL# 105291) in the MRI Section of Operating Room within the NIH Clinical Center (building 10, room 2C609). The proposed vendor, Imaging Service Solutions LLC, is the only source able to support the system as currently configured (without requiring software regression), provide coverage for coils and supporting electronics, and deliver service responsiveness consistent with the clinical demands of an actively used MRI in an OR setting.
