The U.S. Army Natick Soldier Center plans to award a sole source contract to Composites USA, Inc., located in North East, Maryland, for the production of a non-articulated mannequin equipped with sensors necessary for testing fire-retardant fabrics and clothing under ASTM F 1930 standards. This contract, valued at approximately $55,000, falls under a Simplified Acquisition process. The testing facilitated by this mannequin aims to advance the development of protective clothing for troops deployed in hazardous overseas environments, particularly those facing threats from Improvised Explosive Devices (IEDs). The sole source justification is based on Composites USA’s exclusive capability to supply the mannequin and sensor system required due to a proprietary agreement with the sensor manufacturer. The solicitation is not open for competitive bidding, although the government invites comments within ten days of the synopsis publication to consider whether a competitive procurement should occur. The contract is classified under NAICS code 326199, which pertains to plastics product manufacturing. The Department of Defense’s W6QK Acc-apg Natick office is administering the contract, with inquiries about the announcement directed to Mr. David Mark via email or fax, with a submission deadline in early May 2007. This procurement supports critical protective equipment testing needs vital for soldier safety in combat zones.

Full Description

The US Army Natick Soldier Center (NSC) intends to award a Sole Source contract to Composites USA, Inc., North East, MD, for the manufacture of a non-articulated mannequin, with related sensors, designed to assist in the testing of fire-retardant fab rics and clothing in accordance with ASTM F 1930. This is a Simplified Acquisition as the estimated value of the contract is approximately $55,000. The purpose of this testing is to develop protective clothing for troops deployed in hostile areas overseas exposed to the threat of Improvised Explosive Devices. The rationale for other than full and open competition is that it has been determined that Composites USA is the only current provider of mannequin/sensor systems that will allow ASTM F 1930 testing t o be performed; this is because of a proprietary agreement between the manufacturer of the required sensors and Composites USA. This notice of intent is not a request for competitive proposals. However, all comments received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will norm ally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please refer to numbered note 25. The North American Industry Classification System (NAICS) code is 326199. Any inquiries about this announcement shou ld be directed to Mr. David Mark via e-mail at contact@example.gov or by facsimile, +1 (555) 000-0000.
