Starting April 4, 2016, the USAF's Non-DoD Military Aircraft Office (NDMAO) will begin accepting requests from industry collaborators for initial discussions that could lead to Cooperative Research and Development Agreements (CRADAs). This initiative represents a new approach for assessing the airworthiness of non-DoD military aircraft, building on the Air Force’s existing experience with military aircraft technical assessments. Interested parties must submit a participation request via email to the designated Airworthiness Mailbox, including basic company and project information but excluding detailed technical data. Upon receipt, NDMAO will respond with a process flow, a questionnaire, and instructions to guide the submission of required documentation. The NDMAO will use the returned questionnaires and ensuing discussions to define the scope of work for airworthiness assessments and to draft potential CRADAs. All requests will be processed on a first come, first served basis, with prioritization given to the quality and timeliness of the completed questionnaires. Because of manpower constraints, the number of active projects may be limited at any given time. Additionally, the initial NDMA assessments may take longer than originally anticipated to ensure compliance with Air Force process integrity and to establish a standardized framework for collaboration with industry. The contract work is located at Wright-Patterson Air Force Base in Ohio, with designated points of contact available for further inquiries.

On 4 April 2016, the USAF's Non-DoD Military Aircraft Office (NDMAO) will begin accepting requests for initial discussions with the potential of leading to the establishment of Cooperative Research and Development Agreements (CRADAs) between the USAF and potential Industry Collaborators. While the Air Force has been conducting technical airworthiness assessments of aircraft designs for years, the assessment of NDMA (Non-DoD Military Aircraft) is a new transformational effort. Your request for participation should include the following information: Email Subject Line: "NDMA Participation Request - " Body of Email: Industry Collaborator/Company: Collaborator Mailing Address: Project Title: Collaborator Points of Contact / Phone / Email addresses: Project POC: Technical POC: ******Please do not include any detailed technical information with your participation request. ****** Please submit your requests for participation to the USAF Airworthiness Mailbox at usaf.airworthiness.office@us.af.mil . Upon receipt of your request for participation, the NDMAO will reply to the Collaborator's Project POC with a process flow and a questionnaire, along with instructions for completion and submittal of the completed questionnaire. The completed questionnaire and subsequent discussions between the NDMAO and the potential collaborator will enable the NDMAO to scope the work effort required to establish a project's airworthiness assessment basis and to develop a draft CRADA. In order to assure uniform consideration, all requests for participation will be addressed on a first come, first served basis. NDMAO project efforts will be prioritized based upon submittal of acceptable quality completed questionnaires, e.g., first come first served if two or more questionnaires of acceptable quality are received. In all cases, the NDMAO may limit the number of assessments or in-process efforts at any point in time due to manpower availability. Be aware that the initial NDMA assessments may take longer than projected at the November 2015 Industry Day in order to ensure the Air Force process integrity requirements are maintained as we lean forward to standardize this new work with industry.
