Non-Functional Turf Conversion Projects

The City of Roseville is soliciting proposals for non-functional turf conversion and landscape improvements across approximately 60 areas totaling 53,120 square feet within eight landscape maintenance districts. The scope of work includes the demolition and removal of existing turf and materials, site preparation, grading, the conversion of overhead irrigation to drip systems, and the installation of new trees, shrubs, plants, and three-inch deep bark mulch. All activities must comply with the City of Roseville's Parks Design and Construction Standards, as well as OSHA and CAL OSHA regulations. The project requires a one-year warranty on all workmanship and materials following final acceptance by the City staff project manager. Proposals will be evaluated based on a 100-point scale, with 35 points allocated to the experience and qualifications of the firm and staff, 35 points for the proposed project plan, and 30 points for the proposed cost. The award will be made to the responsible proposer deemed most advantageous to the City. Submissions must include several mandatory certifications, including a Proposer’s Certification, a Non-Collusion Declaration, and a Levine Act Disclosure Statement if applicable. Contractors must provide proof of California state licensure and DIR registration, and maintain specific insurance coverages, including general liability of 1 million dollars per occurrence and 2 million dollars aggregate. The initial contract term runs through June 30, 2027, with the possibility of up to four one-year renewal options.
