Non Invasive Ventilation, Associated Consumables and Ancillary Services in the Community

Health and Social Care (HSC) in Northern Ireland, through the Regional Business Services Organisation, is establishing a regional managed service framework for Non Invasive Ventilation (NIV) treatment, including associated consumables and ancillary services for community patients. This open procedure aims to create a non-ranked closed framework with an unlimited number of suppliers to provide medical breathing devices, respiratory monitors, and gas-therapy equipment. The total estimated value of the contract is 45,026,244 GBP excluding VAT, or 54,031,492 GBP including VAT. The service will be delivered across five health and social care trusts: Belfast, Northern, South Eastern, Western, and Southern. The estimated initial period of performance runs from 1 March 2027 to 28 February 2029, with a possible 24-month extension to 28 February 2031 and three additional 6-month emergency extension options. Award decisions are based on a weighting of 90% for price and 10% for quality assessment focused on social value, specifically targeting the reduction of social and health inequalities for patients. Tenders must be submitted electronically via the etendersni.gov.uk portal by 30 November 2026, with an estimated award decision date of 1 January 2027.
