Solicitation # P-005536
The Philadelphia Housing Authority (PHA) is soliciting proposals under solicitation P-005536 for the supply, installation, and maintenance of stair glides, wheelchair lifts, and residential elevators. This initiative aims to provide 504 Accommodations for disabled tenants in compliance with Section 504 of The National Rehabilitation Act, the Americans with Disabilities Act (ADA), and Fair Housing guidelines. The scope of work includes the installation of vertical wheelchair lifts with various travel options and heavy-duty stair glides, alongside a comprehensive yearly service agreement for both new and existing equipment. All work must adhere to state and local building codes, and new installations must include a one-year warranty on parts and labor, a three-year warranty on component parts, and a five-year warranty on the drive train. The resulting contract will feature a two-year base period with three one-year option periods. Award selection is based on the best value to PHA, evaluating technical factors, past performance, cost, and participation in MBE/WBE and Section 3 programs. Contractors are required to provide 24/7 emergency service response via a dedicated toll-free number and perform annual preventive maintenance. The agreement is governed by HUD regulations and PHA special terms, including strict affirmative action compliance and specific invoicing procedures.
