Non-Temporary Storage of Retrograde (NTS-R)

USTRANSCOM is conducting market research under solicitation TRANSCOM26R005 to assess industry capability to provide non-temporary storage services for retrograde household goods (HHG) moving inbound to the U.S. from overseas. The effort seeks information on the availability and technical readiness of contractors to operate up to five permanent storage facilities primarily located near Norfolk, VA, and Oakland, CA, with an annual throughput capacity of up to 30 million gross pounds. Responses to this Request for Information (RFI) are not offers and will not result in a binding contract; the Government will not compensate respondents, and all submissions become property of the U.S. Government. The RFI was posted on June 24, 2026, with an initial response deadline of April 15, 2026, later extended to February 6, 2026, at 3:00 PM CT due to technical access issues, with submissions required via email in a single 12-page PDF document formatted in 12-point Times New Roman with one-inch margins. Contractors must meet stringent operational, security, and compliance standards, including climate control of storage environments (35–75°F and 30–55% humidity), 24/7 remote monitoring accessible via password-protected web systems, and compliance with Defense Transportation Regulations, Joint Travel Regulations, and DoD Personal Property Consignment Instruction Guide. Packaging must follow Federal Specification PPP-B-640, with containers over 15 cubic feet or 300 pounds secured to four-way pallets, and no container exceeding 96 cubic feet. Facilities require Class 1 automatic sprinkler systems meeting ISO standards and must implement full inventory tracking using identity tags with owner details, lot numbers, and receipt dates. Cybersecurity compliance with NIST SP 800-171 is mandatory for all systems handling Controlled Unclassified Information, and all contractor personnel with privileged access must undergo Tier 5 background investigations, while general users require Tier 1. CACs are mandatory for long-term onsite access, with credentialing processed through TASS and DISS. Contractors must also comply with strict OPSEC protocols, prohibit foreign national access to classified systems, and report any cyber incident within 72 hours with preserved evidence.
