This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER: N00164-11-D-JQ79. The Government intends to award on a sole source basis a firm fixed price (FFP) supply type contract modification to FLIR Systems, Inc, North Billerica, MA, 01862. The test, teardown, evaluation, and repairs sought are required to repair the MARFLIR, CCFLIR, and SIRVSS systems. The Government will furnish the systems as Government Furnished Equipment (GFE) for repair by the contractor. Crane Division, Naval Surface Warfare Center has a Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5 year ordering period (N00164-11-D-JQ79). This effort was awarded utilizing FAR Part 15 and was issued on a sole source basis to FLIR Systems Inc, North Billerica, MA, 01862. The basis for restricting competition is the proprietary information/data rights owned by FLIR Systems, Inc, duplication of costs to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency’s requirement through any other source. A contract with firm fixed price orders was awarded. The contract ceiling is being increased due to the number of repairs. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 30 days after the date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be registered with the Central Contractor Registration database. Contract/Ordering period is for a 5-year period from original award date of contract.
